With only a few possible exceptions, such as Tennessee quarterback Steve McNair ending up in Baltimore, NFL rosters are set. There aren’t going to be dramatic changes between June 1 and opening weekend Sept. 10.
Which teams improved the most and which ones improved the least?
Five teams, including NFC division winners Chicago, Tampa Bay and the New York Giants made the least notable moves, figuring to improve from within.
Five most improved teams:
1. Cowboys. By adding receiver Terrell Owens and kicker Mike Vanderjagt to a 9-7 team, the Cowboys virtually assured themselves of another winning record. But that’s not all they did.
Coach Bill Parcells continued to make additions to his preferred 3-4 defense. They signed linebacker Akin Ayodele from Jacksonville and made linebacker Bobby Carpenter their No. 1 draft pick.
They added tight end Ryan Hannam from Seattle and made tight end Anthony Fasano their No. 2 draft pick.
Although losing veteran Larry Allen to San Francisco can’t help an offensive line that often struggles to protect statuesque Drew Bledsoe, the addition of Jason Fabini and Kyle Kosier plus the return to health of Flozell Adams are plusses.
The Cowboys are expected to line up tight end Jason Witten and Fasano together, opening up things even more for Owens and the best deep threat in the game, Terry Glenn.
