The Dallas Cowboys own the NFL's fifth-ranked offense and are tied for fourth on defense. Their turnover ratio is plus 1. Only Indianapolis has a better third-down conversion rate than Dallas' 47.4.
So why aren't the Cowboys, say, 6-2 instead of 4-4 at the midway point? One reason is penalties. Lots of penalties.
Dallas is tied for second in the NFL with 60 infractions for a league-high 610 yards. Only Detroit (63) has more.
The Cowboys are on pace to break the franchise record with 1,220 yards, eclipsing their total of 1,196 yards in 1999.

COSTLIEST FLAGS
1. Guard Kyle Kosier's 15-yard face mask penalty set up the Redskins' game-winning 47-yard field goal in Sunday's 22-19 victory over the Cowboys. Dallas finished with a season-high 11 penalties for 153 yards -- the third most in team history.
2. Roy Williams' 48-yard pass interference penalty early in the fourth quarter Sunday swung the momentum to Washington. Three plays later, the Redskins tied it 19-19 on an 18-yard pass from Mark Brunell to Chris Cooley.
3. Two penalties against tight end Jason Witten slowed a drive that could have given the Cowboys a 17-10 lead against Jacksonville in the third quarter of the opener. The march ended with Shaun Suisham missing a 36-yard field goal try, and the Jaguars went on to win 24-17.
